Update – Definition of Lobbying Being Changed and Registration Fee Increase

At last Thursday’s Board meeting of the Office of State Ethics, further discussion was focused on changing the definition of lobbying. In addition, the Citizens Board took action on a full legislative agenda presented by the agency’s staff making a range of changes to the current statute. Finally, the Board had proposed a registration fee increase.

Honesty and Integrity in the Political Community

I attended the Biennial Ethics Conference yesterday at the Legislative Office Building hosted by the General Assembly, the Office of State Ethics and the CT Humanities Council. The guest speakers were both previous NCSL leaders and past legislators, Peggy Kerns and John Adams Hurson.

To go to trial or not to go to trial - is that really the question?

After so many major ethical scandals in Connecticut, it does feel like the OSE Board is trying to prove that they CAN use the trial provision of the statute rather than show that they SHOULD use it. Then again, as an enforcement agency they don’t always have the luxury of picking a choosing what they can enforce.

Connecticut’s Gubernatorial Race Starts in Earnest Today

Governor Rell announced yesterday that she would not be seeking re-election. Many at the capitol had predicted that the Governor would not run again in 2010 but the news was still had the feeling of surprise.

Incumbents are damned if they do and damned if they don’t (send mailers, that is)

An editorial in the Hartford Courant today complained that incumbent legislators are “wasting” over a million dollars in taxpayer funds on newsletter mailings to constituents when what the paper alleges they are actually doing is campaigning. But if we want open government and transparency, we’ve got to pay to hear from the folks who speak for us at the state capitol.
