MUNICIPAL ETHICS CODES

Many of Connecticut’s cities and towns struggle with developing a code of ethics. The legislature each year considers whether or not to establish a code for our 169 municipalities, enforced on the state level and containing the same basic provisions as those found in the state code. But the hurdles always remain and nothing to date has passed.

So our cities are on their own. Some have passed a code based on the state’s model, such as the City of Bridgeport, while others have a less complex approach and many have yet to establish a protocol altogether. Often, officials do not undertake the process of developing a code until a scandal arises. Designing an ethics code under a politicized environment is the wrong time to do it. Others find that their code does not contemplate a certain situation and cannot find a way to resolve conflicts that arise.

Ethical Influence LLC will provide the guidance to develop a code of ethics where one is needed or to design a strategy for resolving conflicts that evolve. By directing discourse with citizens and public officials in the town, EI will help to establish a standard of conduct, determine an appropriate authority for enforcement of the standard, and elevate public confidence in the integrity of its officials.
